Best/Worst WWE G.M.?

The WWE has had the General Manager gimmick on their shows for over 15 years now. In that span of time who do you think was the best, and who do you feel was the worst? My picks;
-Best; Daniel Bryan, Smackdown. 2016-???
-Worst; Brad Maddox; Raw. 2013-2015.(I actually forgot he was G.M. until I read something about him recently.)
I dunno, it's a stupid trope, who really cares to be honest? I liked when the computer was making matches via e-mail because they probably saved payroll that way and it also highlighted how ridiculous the GM gimmick really was.
