Balor as Kayfabe #1 contender?

So the rumor is Vince doesn’t think Balor is over enough to challenge Brock…but didn’t Finn JUST pin AJ clean at TLC?

So in kayfabe terms, if I’m Finn, and I pin AJ clean, and then AJ wins the WWE Championship, wouldn’t I be demanding a shot at the title? Even if he’s on a different show, he has a claim to be #1 contender.

Why not have him win the Rumble and challenge AJ? Why pretend that It never happened?
