Sid Justice WWF Justice?

Why didn’t they put the strap on Sid at some point during his initial 1991/1992 run? I know Flair/Hogan weren’t setting the world on fire for the house shows attendance but to pop ratings?

I’m not sure when or why they would have done it. And Sid wasn’t exactly a huge draw at the house shows himself.
