Original Plans for Heel Sting

When Sting turned heel at Fall Brawl 1999 and Won the World Title, this was at the same time Bischoff was sent home, and then Russo was brought in. What were the the plans for Sting before Russo debuted? Was he to have headilned Starrcade 1999 vs Goldberg or Bret? Were their long term plans for Hogan before Russo got him to lay down at Havoc 99?

​There weren’t longterm plans for ANYTHING at that point. It was all just throwing stuff at the wall in desperation. The Sting turn in particular reaked of "Well, let’s try THIS now."​
