WCW Joe Gomez Push Question

How come Joe Gomez wasn’t pushed more in his WCW Tenure? With his look/physique and ring IQ/abilities, one would think he was destined for greatness? Am I wrong by assuming that? Also, one would also think that when WWF/E acquired WCW, they would call big Joey G and sign him immediately to a Legends deal. Did Vince not like his look?!?! I feel like the equation was simple:

Joe Gomez= Ratings
