Luger and Jarrett WWF return chances

Scott,
Was there any chance at all of WWF taking back Lex Luger and/or Jeff Jarrett after the WCW buyout?
I know they both left under bad circumstances (in Jarrett’s case, I think both of his WWF runs ended with animosity between the two sides) but I’m surprised he didn’t take Lex back because he loves big guys, and I’m surprised he didn’t take Jeff back because Jeff still had several years left him and and Vince could have had fun burying him in embarrassing gimmick matches and angles.
As far as I know, neither one wanted to come back. Jarrett had his plans to create TNA and didn’t really need WWE’s lowball offer, and Luger was pretty much wanting out of the business to run his gym. I think if Jarrett had really WANTED to return, he would have taken a lower number and come back.
