A “what if?” From 1990

It’s February of 1990 and Sting is booked to win the world championship from Ric Flair at Wrestle War 1990 and Sting of course tears his ACL at Clash of the Champions putting him out of action for several months and heel U.S. Champion Lex Luger is turned face to take the place of Sting until his return.
My question is, what was the plan for Lex Luger had Sting not gotten hurt? I mean it was easy to make the change as Luger wasn’t really doing anything at the time. Was Luger gonna rejoin the Horseman, or would he likely had turned Face anyway to give Sting a main ally?

Originally announced match for Wrestlewar was Luger vs Dr Death so they would likely have just rolled with Lex as the mid card heel for a while until the inevitable baby face turn I’d imagine.
