Bryan, Briscoes, Joe and Punk is a good a first class as any. Going with the model of three singles and a tag team (or stable I guess), I thought a hypothetical second class might make a fun discussion topic for those who give any shits about Ring of Honor.
I went with Nigel McGuinness, Christopher Daniels, Jay Lethal and cheated a little to get Low-Ki and Homicide in together as a tag team. Talking with my best friend people like AJ Styles, BJ Whitmer, Adam Pearce, Generation Next, the American Wolves, Age of the Fall, Steenerico and any/all of the only three women they had forever (Sara Del Ray, Alison Danger and Daizee Haze) came up as well. I'd put Delirious in as early as possible, but that's probably just me.
I’m not one of the people who really gives much of a shit about ROH but that seems like a reasonable list.
