Original plan for Hitman’s 2nd title reign

After the Hitman got his title back from the evil Yokozuna at WrestleMania X, what was the original plan for his opponents? Owen made sense and they got a lot of mileage out of that fued. Backlund worked on paper but I wasn't running out to buy a ticket. Bret as still champ prob wouldn't have still faced Diesel again at RR. Turn Luger or Bulldog heel? Did Mr Perfect flake out in this period? HBK at Wrestlemania XI?
Obviously there was something in place for Perfect to be a challenger if he hadn’t left them shortly into the Luger feud. Other than that I think it mostly went how they planned. Diesel Power was coming whether we liked it or not.
