Anyone can win the rumble ?

Do you think over the past 30 years a midcard or lower midcard guy should’ve won the rumble, once in awhile, to fully give it the “anyone can win the rumble” feeling? Or is that idea worthless?
They absolutely should have done it before. Especially with all the “get out of booking jail free” cards they have to play between Rumble and Mania, like the Chamber match or MITB.
