US Express- Dream Team

Recently watched a shoot interview with Greg Valentine where he stated that the original plan when the Dream Team beat Barry Windham and Mike Rotundo for the tag titles, was to have a long feud with them that would have culminated in Windham and Rotundo vs Dream Team at Wrestlemania 2.
If Windham stuck around and that did indeed happen, where do the British Bulldogs fit in during that period? SInce they were given the spot that was intended for Windham and Rotundo at that time, do they flounder in the tag team shuffle for awhile until Windham eventually pulls his usual disappearing act? Or get frustrated and head back to Japan?
I think Dynamite would have flaked and gone back to Japan. Both the Bulldogs and Harts were pretty frustrated with their early years in the WWF as it was and I couldn't see Kid sticking around without the titles as motivation.
