Lazy booking with easy targets

With Roman Reigns' “Head of the Table” storyline in full swing for quite some time now, how have they not added Nia Jax into the mix? Is it that hard to make her a take-no-shit heel like Roman and be his real right-hand person, more loyal to the table than both Usos combined?

She'd still suck in the ring, but it would be FAR better than whatever she's been doing in her career thus far. Or am I being too kind, and the kind of stink she brings to the product is one that would even take this angle down in a blaze of glory? It just seems like an easy layup to me.
