MJF best heel under 25?

With MJF just turning 25 has there been a better heel 25 or under? Taking promos, in ring ability, and just over all “getting it”?
Overall I still think Brock was the absolute best if you're taking in-ring stuff into account and looking like a star. Also there was another guy who was 25 years old in 1997 that was a pretty good heel as well, who you may have heard about before. Dwayne something.
