Worst Depth Of A Division?

What division do you think had/has the worst depth? Although when TNA started their Knockouts Tag Team Division it had 3 teams including the champs, I have to give it to when the WWF brought back the Women's Title in 1998. They literally had 2 women feuding over it; Sable and Jackie.
Yeah, but it was over. I have to give it to the sad attempt to launch a light heavyweight division in 1997, where you had Taka and Brian Christopher and uhhhhh…not much else.
