Flair/Steamboat in ’91?

Watching the series of Flair/Steamboat matches in 1989. Vince had to have watched these matches back then secretly in his bedroom at night and known how awesome they were. How in the hell did he not manage to get these two together in late 91' when Flair came in? I'm sure if he told Steamboat that he was going to be in a program with Flair Steamboat would have stuck around and they could have actually made something worthwhile of his wasted run.
