Recent NXT Call-Ups

I read somewhere that the 4 recent NXT call-ups are the result of Vince McMahon being displeased with the earlier call-ups of EC3, Nikki Cross, Lacey Evans, and Heavy Machinery. Is that why this has been so haphazardly done, with the NXT talent floating from Raw to Smackdown with no rhyme or reason?

I feel like you’re giving me credit for insight into the madness of Vince McMahon that is impossible for anyone to have.
