Hacksaw Duggan in WCW

Was Hacksaw Jim Duggan considered to be a friend of Hulk Hogan? I was going back on some of his WCW stuff recently, and it was strange; While he was never given a big or size-able push he also rarely ever jobbed, instead feasting on jobbers and jobbers to the stars on WCW's C and D shows, Saturday Night and WorldWide. I figured this was due to his friendship with Hogan.
Yes, Duggan was initially hired as a favor to Hogan in 94 and just kind of hung around the midcard until the company died. It was a pretty decent living for him, all things considered.
