heel/face turns that took too long?

We all usually complain when a heel/face turn is sudden and comes out of nowhere, but do you think any actually took too long to develop? My prime example would be the break-up of Los Guerreros on Smackdown in 2003-2004. When Chavo finally did turn on Eddie it didn't have the impact it could've because it seemingly dragged on forever, and was blatanly obvious months before they finally pulled the trigger.
I'm gonna go with the Steiner Brothers in 1998, where they spent what felt like months teasing it and teasing it and then finally had Scott turn at Superbrawl.
