Origin of Raw

When the WWF/E started Raw on USA Network in 1993, what were the circumstances surrounding it's launch? Pro Wrestling wasn't exactly popular at that time, and it's not like WCW was providing the WWF with any competition as well. I'm assuming USA made Vince an offer he couldn't refuse?
Vince had already been on the USA network for years with Prime Time Wrestling and All American Wrestling. RAW was just another way to freshen up the secondary show and try something different because it was readily apparent that Prime Time was out of gas and was ready to be retired.
