Um Why Can’t They Just Do NXT?

So say everyone loves NXT. Also say they have the entire NXT roster under contract to WWE. And also say they have everyone who currently books NXT under contract to WWE. If all that is true why don’t they just produce the exact same NXT show under the Monday Night Raw banner? Am I overthinking this?
Three hours of NXT would kill that brand deader than Finn Balor on Sunday. Three hours of ANYTHING every week is death no matter who is booking.
