Roster size for a healthy wrestling company

For a wrestling company with a one hour weekly tv show, how many active wrestlers should they employ? AEW appears to have about 10 male wrestlers and 2 female wrestlers currently. How many singles and tag teams will they need?
For an hour long show every week? 20 regular guys and maybe 10 or 15 underneath ones you can cycle in and out. NXT does it pretty well right now. For tag teams you’ve got the Bucks and you can use combinations of singles guys for the time being. They’ll be fine.
