Best Use of Legends?

Hey Scott-
Why does the WWE insist on pairing part time wrestlers in matches with other part timers? Wouldn't it make more sense to pair them against full time performers who could benefit from working with experienced wrestlers and maybe get a rub if they manage to beat them?
What, like when HHH "put over" Jinder in India or Brock worked with Dean Ambrose at Wrestlemania that year? Maybe be glad they're confined to their own pocket universe and leave well enough alone.
