M.I.T.B. Winners That Failed To Cash In?

Of the 3 Money In The Bank winners that failed to cash in, John Cena, Damien Sandow, and Baron Corbin; Were all 3 scheduled at one point to cash in successfully and win the Championship when plans changed, or were they never supposed to have successfully cashed in? I heard (supposedly) Corbin was last year until an incident behind the scenes changed that, but what about the other 2?

Cena was specifically so that they could have a winner who failed to cash in. To this day I have no idea what the point of Sandow winning the case was. He certainly wasn’t ever going to be champion.
