I think it’s really a close call.

The case for Hunter:
Main evented (went on last) 7 Wrestlemanias
Was presented as the top star from 2002-2004
More world titles, more main events, probably the biggest Heel star ever

The case for Taker:
Main evented the peak of the Attitude era popularity in 99 with Austin including the highest rated raw match in history.
Longer run as a main evented, spanning more eras
Greatest gimmick in wrestling history including re-inventions.
Face of Smackdown from 04 on.
Beat Triple H at 3 Wrestlemanias

If you asked this question in 2006 I think the answer is HHH but because of the streak and Takers presentation from 2007 on, I give the slight slight edge to Taker.
