When Ricky Steamboat made a brief return to the WWF in 1991, what was the reasoning behind him not getting any type of push during this run?

He literally had no programs going on, and despite winning squash matches on syndication, was basically an opening to early part of the card guy his entire stay during this stint.

Was Vince still bitter at Ricky for wanting time off in 87?

It just was a bizarre all around return that seems like a wasted opportunity in hindsight as Steamboat was still over and coming off of the hot feud with Flair less than 2 years earlier in WCW.
