1997 WWE question

Before the Hart Foundation reformed, Owen and Bulldog were running a thing for months and months where they were teamed up as champs, but Owen was a jerk and Bulldog was being positioned as the real reason they were winning matches. It built up for a long time before the two faced off on Raw, in the infamous match where Bret came to interrupt them and form the Hart Foundation.

My question is, was teasing the Bulldog face turn a head fake all along, or were they planning to do the very traditional "bad guy realizes his partner is a dick and turns face" story and just changed it up at the last second?

​It was definitely a last-second change. Bulldog was supposed to go babyface and feud with Owen, but Bret started pulling strings and wanted everyone on the same page for his big heel run. And thank god he did!​
