Not Over

Just been watched Royal Rumble and Raw and it's the first time I've watched WWE for a while. One thing I noticed is just how not-over Alberto Del Rio is as a baby face considering he is the World Heavyweight Champion. It got me wondering if there has ever been a World champ LESS over than ADR is now. So, my question is, who do you think is the least-over world champ in WWE's history?
I'm gonna have to go with Jack Swagger on that one. Usually by the time people get to that kind of level they've done SOMETHING to justify it, but Swagger basically got the briefcase as a swerve for everyone who had already guessed the correct winner that year. Just thank the heavens that Ken Anderson fucked up his push in 2006 because otherwise we'd have to remember "Former World champion Mr. Kennedy", too.
