FU Beverly Brothers

Recently watched an episode of Stevie Richards's Vids and it was criticizing their finisher, the Shaker Heights Spike, and OMG, is that appropriate!
The SHS is just them throwing a guy in the air, grabbing them by the neck and literally just throwing their head into the mat. There's no protection at all.
Is there ANY history into how this move got ok'd? Was it ever done before this? How did anyone take this move and not get immediately crippled or worse?
Why did the Bevs think ANYONE beyond the lowest jobber was going to take this move?
I know the Bevs aren't the most prolific team in the WWF but this move is just insane and not in any good way..
It's more on the jobber taking the move though, innit? Like the guy could take a flat bump if he wanted, couldn't he?
