WWE 2002 Plans with Austin

What was the long term plan with Austin and Flair before Austin walked out in 2002? Was Brock always winning KOTR 2002, and facing Rock at Summerslam? Do you think it was time in 2002, to put guys like RVD, Benoit & Eddie on top instead of going with HHH as the top heel at the end of the year when Bischoff gave him the World Title?
There wasn't really any long term plan for Austin, which is a big part of why he left. The Brock match was the catalyst but he was pissed off and ready to leave for months before that, especially given how dogshit his Wrestemania program was.
Not sure what you mean by “was Brock always winning”? He was literally there for two months before he won the thing.
