Least Over Face World Champ

There is a litany of world champ heels that weren't really that over (Swagger, Alberto, Jinder) but curious who stands towards the top faces that just didn't connect? Seems like with faces companies tend to wait a bit more before crowning them to me.
Well I mean there’s always the obvious example like Ronnie Garvin in 1987 but you can argue that it doesn’t matter because he wasn’t going to keep it anyway. So I’ll go with Big Daddy Cool and hang up to listen.
