Meng/Haku

Seriously…what was with Haku/Meng in terms of booking? Haku got that push and then just faded. Meng got brought into WCW as a monster no-selling chairshots…and then just hung around for 5 more years.
Was he just a look and his rep as legit tough as fuck dude? Was there a chance missed to get him over as a real threat?
Wrestling companies assume that fans will magically know that someone is a huge badass in real life and they can skip the actual work of getting them over as a result. Both sides made that mistake with Meng. He was a fun character to do 2 minute squashes and beat downs in WCW but using him as a real guy was death.
