Could Sid have been WCW’s answer for Hulkamania in 89/90?

I was watching an episode of WCW Saturday Night from August 1989 that advertised a house show card in Philly that was completely loaded top to bottom. WCW had such an embarassment of riches at the time, talentwise. Boasting a tag division with the Road Warriors, Steiners, and Skyscrapers. But I think their main problem was the #1 star was Flair, who was not going to sell all the babyface merch that Hulkamania was selling.
I think it was apparent in the summer of ‘89 that Sting, Luger, Funk, and whoever else were not going to be that #1 guy to compete with Hogan in WWF. But how could they have overlooked Sid during that time?! He clearly had the IT factor and with the right marketing, could have given WCW the huge star they needed. How did they miss the boat so badly on Sid Vicious?
