Cody Rhodes Original Mania Role

So obviously the original plan was Rock/Reigns but that still doesn't explain why Cody won the Rumble. Rock admitted that he and his team met with Hunter and Nick Khan early January to discuss Mania plans. So Rock/Reigns was set in stone when Cody won. My guess is the plan was going to be Cody/Reigns on night 2 or Cody/Reigns/Seth on night 2 for both belts. Thoughts?
I think they thought they might not get Rock and wanted to make sure Cody was the guy, and then they got Rock and pivoted to that instead and then people turned on the idea so they pivoted back to Cody again and somehow got an even better storyline out of Rock being an asshole. Sometimes things change in wrestling, shocking as it may be.
