Individuals greather than the tag team whole

With the US Express going into the WWE Hall of Fame I am wondering which individuals you feel made bigger impacts on the business on their own as opposed to with their tag team?
Windham and Rotundo stick out as Top Five with Barry having a killer run in WCW as a singles plus as a key member of the best version of the Four Horsemen and Capt Mike having great outings with the Varsity Club with solid mid-card assignments as IRS. Some other candidates include AWA Tag Champs Curt Henning and Scott Hall as well as WCW's Hollywood Blonds.
Also, no Freebird Rule as then the Shield would win hands down.
Windham and Rotundo were already established singles stars elsewhere in the world before the WWF run, though, so I'm not really sure I understand the premise of your question. They were put together explicitly with the idea of making Barry Windham into a big star to capitalize on his growing Crockett stardom. The team of Hennig and Hall was 100% a vehicle to make Scott Hall into a singles star as well and failed spectacularly because he wasn't ready and didn't have the charisma to pull it off until a decade later.
