Caught between a Rock and a Nightmare

I understand WHY they did it. But the how is giving WTF vibes. I'm a firm believer of “letting it play out” but if Rock was always going to push to face Roman at Mania, shouldn't he have come put at number 30 in the Rumble and win the whole thing? At least the optics would be much better than Cody winning, pointing to Roman and then after speaking with Rock…steps to the side??
Either way, the next 2 months are going to be extremely interesting
Maybe they should do rankings and have Rock be #1.
