Henchmen who should have been huge…but didn’t

Follow up to the henchmen who became stars question: Who are some henchmen who you would have pegged for stardom, but it just didn't happen? What went wrong?
Off the top of my head…Kurt Angle lackey Shelton Benjamin seemed like he could have gone further, but never did. Jury's still out on Wardlow, but there's him too.
Shelton did OK for himself. Jack Victory was a guy who was given a million roles where he was a henchman or heavy or mysterious masked stranger and I thought one of them might have clicked (and so did Dave Meltzer!) but nothing ever did and he just kind of faded away eventually.
