Piper as a Manager

Scott,
Can you refresh my memory as to why Piper was used so much as a manager early in his WWF run? Keep his aura/mystique, avoid having him refuse to do jobs, give the rub to the guys he was managing, lingering injuries, all of the above?
Piper has said that he was still fighting through the inner ear problems after Starrcade. He also says a lot of stuff but that sounds plausible.
