PPV sales and profitable?

According to Meltzer, Slammiversary did more than 4,400 PPV, which is their best number in a while. Don't you need something like 40,000 sales just to break even on PPV because of fees and whatnot, or is that no longer the case?
The break even numbers were always for companies like WWF and WCW, who had huge overhead and production costs. Everything I've heard is that Impact runs things on a tight budget and doesn't need those kind of numbers to keep trucking.
