Rise and Fall of WCW

I'm watching The Rise and Fall of WCW on Peacock. A couple of questions.
Fun fact: If you change your display name I can still see what the email address is. But this isn't ridiculous anti-AEW trolling at least.
Did Mike Graham really have the influence on the success of WCW that he claims? According to him, he was responsible for the Disney MGM tapings, cutting back on the Clash of the Champions to do a monthly PPV, and signing Hulk Hogan. That's quite the resume if true.
It's not.
Arn Anderson mentioned the theory that Vince Russo was so bad that the boys actually thought he was sent from the WWF to finish off WCW. Was this an actual rumor on the internet at the time?
It was.
When things really started to go off the rails in late 1999, was there ever an offer to Paul Heyman to shut down ECW and take over creative for WCW?
Not that I'm aware.
