Why no 2nd chance for Matt Borne in the WWF

After he got fired just prior to Survivor Series 93, Matt Borne was never given another chance, unlike guys like Duggan, Iron Sheik, Jannetty and others.
Why was that, was there something else that kept him from ever coming back? Could he have come back as Heel Doink feuding with one of the other Babyface Doinks?
I don’t get the sense he particularly wanted to come back, but given he was so toxic that even WCW didn’t want to sign him and make him Big Josh again I’m also not surprised that Vince didn’t make a serious offer.
