With Rey reviving the “Latino World Order”, I think Dominik forming his own group to counter them could be really interesting. Obviously, he's already part of “The Judgment Day”, but I feel like that group has had very mixed results; it's obviously done wonders for Dominik and has taken Rhea from “future star” to “star”, but Balor loses constantly and Priest is usually relegated to playing cheerleader unless Bad Bunny is around.
So, how about this? The Rey/Dominik feud is still going, but with the heels out-numbered, Balor brings McDonagh into the group, probably as his cousin or something. However, McDonagh is so creepy and cold-blooded that Rhea, Dominik, and Priest don't like him or trust him; yeah, “JD” may be bullies, but McDonagh is more like a school-shooter. The two sides start to grow apart, which allows Dominik the opportunity to start his own group: the “Dominik World Order”. Priest is the muscle, and Rhea is the requisite female (she's not of Latin descent, but the Dominik-Rhea relationship is already well established). Round it out with Angel Garza and Humberto Carrillo, two guys that – like Del Toro and Wilde – can go in the ring but haven't been able to connect with the audience in terms of personality.
Plus, as time goes on, you can replace certain members. Rhea's inevitably gonna get tired of Dom being a dorky poser, and Priest could easily be mistreated by Dom, Angel, and Humberto, who only see him as a meat-head that had trouble handling a tiny non-wrestler named “Bunny”. Rhea and Priest both turn face, with Rhea being replaced by Raquel Rodriguez or Elektra Lopez, and Priest being replaced by Karrion Kross (who has been a bust as a top-level guy, but would be great muscle for Dom). And as all this is going on, Balor-McDonagh can make for a stand-out tag-team.
