Why the new title?

Love it or hate it, it’s understandable that WWE wants a World Champion for each show, but is creating an entirely new title necessary?
Gunther has done such a good job of re-establishing the importance of the Intercontinental Championship over the past year, couldn’t they have conceivably just moved Imperium to whatever show Roman isn’t on and started treating the IC Title as the big belt?
Or is it a requirement for toy / merchandise sales to introduce at least one new belt design per sales period?
P.S. Doesn’t this also mean we should be seeing a new set of brand exclusive Women’s Tag Team Titles too?
The thing that’s really weird is that they’ve spend the past few days all over social media celebrating the 60th anniversary of the WWE title and listing all the champions and showing all the title belts. So you’d think that this would have been the perfect time to split off the title from Roman if they wanted two belts again. But instead, they just make up a participation trophy belt and call it something totally different and stress that Roman still has both of his belts. Maybe they’ll just troll us and have Roman win this one too.
