WrestleMania IX, XXX years later

After a recent rewatch, it seems WrestleMania IX is standing the test of time as one of the worst Manias in history. But I was left with a couple questions…
1.) The announcers reference on multiple occasions that Lex Luger attacked Bret Hart before the show. Was that supposed to be Bret’s next feud and they called an audible with the Lex Express?
2.) What was the original plan for the main event if Hogan hadn’t hijacked it? Yoko wins and a heel actually leaves WrestleMania as World Champion? Was there any plan for Yoko after winning the title or did Lex turn face because there was no plan?
3.) Who booked this crap? WrestleMania usually had mostly clean finishes with babyfaces going over in its early years, but every match minus the Steiners vs. Headshrinkers has a silly and/or overbooked finish. (I’m including Razor Ramon only beating Bob Backlund with a small package as silly.)
1. Correct. Luger was going to feud with Perfect, but with Perfect gone after the show, Lex got a whole bunch of title shots at Bret on the house show circuit before turning babyface.
2. Yoko was definitely winning the title all along.
3. Same guy who booked all the other crap far as I know.
