How to you bring in the NWO without injecting the poison?

As a followup on the NWO in WWE 2002 topic:

Would it have worked to bring in those guys without doing the NWO bit? How do you do it?

One at a time throughout the year, each with their original WWE act (Hulkster, Diesel, Razor)?

Bring in Hulk and the Outsiders separately?

Or just bring in Hulk for a one-year nostalgia tour and skip the Outsiders?

The Outsiders added nothing. Less than nothing in fact because Hall actively hurt the product. If you want Hulk, just bring in Hulk.
