If Sid stayed in WCW in 1991

Sid had originally agreed to a new contract to remain in WCW in 91 before backing out of it and going to the WWE.
Had Sid stayed in WCW, once Flair left the promotion and the Horsemen officially disbanded, would WCW have turned him babyface and ultimately feud and defeat Luger for the WCW title?
The WCW fanbase was always rabidly cheering Sid like the second coming despite being a heel for his 1st WCW run.
It seems he would have been a great option to kind of distract from the whole Flair leaving situation.
I think he might have been in the conversation to get the belt instead of Luger had he been around. 91 was such a dumpster fire that he was better off in the WWF anyway.
