Gable Steveson, or lack thereof

Apparently Gable Steveson had looked bad in training and should have debuted already, while his brother seems to be progressing well. Think this is true, or could this be a way to cut bait after the sexual battery accusations?
I hadn't even heard about the accusations, but apparently Gable is on a list of people “not to ask about” from the top, so he's either really terrible or persona non grata for other reasons. It could just be that he's awful, not everyone is an instant wrestling prodigy like Pat McAfee was.
