Harley Race, John Tolos, Ted DiBiase, Robert Fuller, Tully Arthur Blanchard and Arn Anderson were all relative contemporaries of #1 Paul Jones as wrestlers. Most were probably equal to or better wrestlers than Paul Jones. Were any better managers? Paul Jones at least had the Jimmy Valiant feud. Did any of the others listed generate any heat/passion as a manager/coach that sold any tickets?
As for Lex Luger: If Percy Pringle had still been available in mid '91 would re-uniting Lex with his original manager worked better than Harley Race. Since he wasn't available, Paul E. Dangerously was and could have created nuclear heat managing Lex.
Race was just kind of a guy as a manager, but he gave Vader some cred early on. Tolos was terrible. Dibiase was an all time failure. Fuller wasn't effective in WCW but that wasn't really his role, he was supposed to be the doofus heel who got beat up on behalf of his charges. That being said, his career as the leader of the Stud Stable in Continental and other Alabama territories was legendary and he is clearly the winner from this list.
As for Luger, the heel turn was just a bad idea, but putting him with Paul E. Dangerously as the backbone of the Dangerous Alliance would have been awesome if they timed it correctly.
