As you just reviewed The Honkytonk Man's Intercontinental title win, I
went down the Youtube rabbit hole and found that the guy that was

They actually carried this on for a couple weeks, until Honky started
declaring himself “the greatest Intercontinental champion of all
time”, which Savage took offense to.
Do you know if the Honky/Macho program was the plan all along, and
this was part of the slow burn of getting there? Or did they call an
audible at some point to make this program happen?
I don’t think it was exactly the plan all along but Savage was clearly on his way to a face turn after the WM3 loss. So inevitably they were going to meet up.
