When they first were planning the feud where DDP was UT's Wife stalker, was it always designed to put over Taker strong and bury DDP. Was it just a way for Vince to have his top WWF Guy bury a WCW guy, or did Taker just take over the creative and bury DDP
on his own. Is that the biggest failure storyline of Taker's career, where it could have been really big, but turned out to be a dud?

I don't think DDP as the stalker was ever going to be a really big deal. I don't know what the original plans were, but DDP was doomed to failure anyway once he started annoying everyone and also because he had the nerve to get over in WCW and make big money there.
