Is HHH Fredo or Carlo?

Considering HHH reportedly had no say in last week's cuts to his NXT roster, and his champion immediately became a jobber on the main roster, probably without HHH's input, if WWE was The Godfather, does Vince view HHH as Fredo the incompetent & dim-witted son, or Carlo the low life son-in-law?

I think he actually views him more as Tom Hagen, who was a trusted advisor in peacetime but isn't actually part of the “real” family and gets shut out in wartime.
